The Kansas Urban Water Quality Protection Initiative
The Kansas Urban Water Quality Protection Initiative
provides technical assistance and education for activities and
projects intended to restore and protect water resources in the
state’s priority watersheds. Coordinated by the Nonpoint
Source Section in the Bureau of Water at the Kansas Department
of Health and Environment, the Initiative is carried out by two
of the state’s leading service providers – K-State
Research & Extension and the Kansas Biological Survey.
As part of this initiative, the Office of Local Government at
Kansas State University Research and Extension provides technical
assistance and outreach education to cities and counties working
to incorporate water quality objectives issues into local land
use planning efforts, including comprehensive plans and zoning
and subdivision ordinances. OLG also assists communities in developing
local water-quality protection plans utilizing a planning process
outlined in the Kansas Local Government Water Quality Planning
and Management Guide, published by OLG in 1999. In addition, OLG
provides outreach education on a variety of issues related to
watershed protection in urbanizing areas.
The Kansas Biological Survey at the University of Kansas provides
technical assistance related to water quality monitoring and the
use of Geographic Information Systems (GIS) in assessing the impacts
of urbanization on watersheds and water quality.
The Initiative also encompasses a variety of related projects.
Examples include development of a watershed assessment manual for
use by Kansas cities and counties, water-quality monitoring activities
in urbanizing watersheds in Northeast Kansas, and the development
of a comprehensive database and mapping of public health and environmental
threats in selected areas in northeast Kansas.
The Kansas Urban Water Quality Protection Initiative is funded
by the U.S. Environmental Protection Agency under Section 319 of
the Clean Water Act.

K-State Research & Extension – Office
of Local Government
The Office of Local Government is a statewide outreach program
of the Department of Agricultural Economics at Kansas State
University Research and Extension. The Office provides outreach
education, technical assistance, and applied research services
to cities and counties and local and state organizations.
The Office focuses on the diverse needs of Kansas communities
in areas related to community and regional economics, local
public finance, service provision, and natural resource management.

Kansas Biological Survey
The Kansas Biological Survey (KBS) is a research and service unit of the University
of Kansas. Its programs and activities focus on environmental and biological
issues at state, regional, national, and global levels. KBS research ranges
from aquatic and terrestrial ecology, to remote sensing and Geographic Information
Systems (GIS). With more than 30 scientists and other staff, KBS is an integral

Kansas Department of Health & Environment
Bureau of Water, Nonpoint Source Section
The Nonpoint Source Section is responsible for implementing Section 319 of the
Clean Water Act in Kansas by coordinating programs and projects designed to eliminate
or minimize nonpoint source (NPS) pollution. The Section develops and reviews
strategies, management plans, local environmental protection plans, and county
environmental codes intended to control nonpoint source pollution. Section 319
grants and State Water Plan funds administered by the Section are used to support
KDHE staff and operations, demonstration projects, special investigations, grants
to local governments to develop and implement local environmental protection
plans, technical assistance, technology transfer, and information and education.
