The economic viability and quality of life found
in communities is dependent to a large extent on the quality of
the natural environment that sustains and supports the community.
Without concern and action, the quality of the environment is
often at great risk. Communities can do much to preserve and enhance
the quality of the environment, whether by voluntary or regulatory
approach. The Office of Local Government has much to offer. Many
of the services identified are offered at no cost or only nominal
cost. Depending on the level of demand or the extent of service
required, however, program availability may be limited.
Drinking Water Protection Planning
Drinking water is among our most valuable resources. The economic
viability of every community depends on access to a safe drinking
water supply. Once contaminated, treating water supplies is costly
and may not always be feasible. It is the responsibility of local
government to take the leadership in protecting drinking water
supplies and other important water resources. The Office of Local
Government can provide assistance in that task by providing guidance
on organization and planning, evaluating technical information
and legal alternatives, and selecting strategies compatible with
community goals.
Land Use Planning and Zoning
The purpose of planning is
to ensure orderly and efficient development. Zoning is to ensure
that the use
of the land does not adversely
affect other property owners and that property values are maintained.
Given that land use choices that are made today may have consequences
for decades to come, it seems prudent to initiate a planning
function and a level of zoning control. The OLG works with communities
to provide information, models and direct technical assistance
to incorporate best management principles in growth management,
drinking water quality protection, and comprehensive planning.
Municipal Pollution Prevention
City and county government are involved in an incredible array
of activities to build and maintain the physical infrastructure
of the community. In doing so, there are many ways these activities
may actually damage the environment. The OLG can assist communities
to identify procedures and products that represent best management
practices for local government to preserve and enhance the natural
environment.
